EXPLANATION 

Rnd 14: *K8, p2, p2tog, p2 (these last 3 p steps become a 5 st purl panel in the next rnd), [k8, p6] 8 (9, 10, 11) times; rep from * once more. Therefore you are dec 2 sts in each rnd, and thereby making 2 consecutive 5 st purl panels in each rnd.
Rnd 15: *K8, p5 (this is from rnd 14’s first p2, p2tog, p2 sequence, which makes the first 5 st purl panel), k8, p2, p2tog, p2 (these last 3 p steps become the first 5 st purl panel that you are creating in this rnd), [k8, p6] 7 (8, 9, 10) times; rep from * once more. Therefore you are dec 2 sts in this rnd as well, and thereby continuing to create 2 more consecutive 5 st purl panels. Notice that the amount of times you are to rep the 14 st [k8, p6] sequence dec by 1 in each section of each rnd. This is because your p6 panels are decreasing by 1 in each section of each rnd.

Chart II should be: 
The first 9 rows of this chart show only the RS rows, and all the WS rows should be purled. This will complete the eyelet V-pattern which will have 18 rows.

Disregard the chart above the last row of the eyelet V-pattern and work this pattern (Eyelet Bird’s Eye Pattern) as follows:
Rows 1-10 Work in St st.
Row 11 (RS) *K8, yo, k2tog, k6; rep from * to end.
Rows 12-24 Work in St st.
